		<description>I think what we are missing in your post is the need to determine the willingness and the ability of an organization to move towards BI. Implementing a BI solution is one thing and ensuring that the implemented solution is accepted by the end users is a different ball game. 

The use of BI can create a major impact on the way employees work within an organization. Traditionally decisions have always followed a top down approach. With Pervasive BI you are trying to create an environment wherein an individual employee will make decision and thus change the traditional pattern of decision making. 

Hence it is important to identify if those employees are willing and able to make this change.

The taxonomy you used "'techno-functional' expertise" will become more and more important not just in the field of BI but for IT in general.  Software Professionals with an ability to understand business 'pain areas', I think, are in short supply (and will be in huge demand).</description>
